一流大学评估:功能及省思

摘要:
建设一流大学成为中国高教领域的重要话题。 中国特色的一流大学既要有立足于国情和文化的“共性”特征,也要有体现各校独特价值认知和使命的个性特征。而这一认知亦会融入一流大学评估的实践中。一流大学的评估应当体现建设中国特色一流高校的国家意志,融合政策方案和目标,使一流大学建设与国家和社会需求保持一致;它应保证一流大学的办学基准,发挥其保底功能,推动高教领域竞争格局的形成并发挥其引导作用;同时坚持多元性和开放性以充分关照到高校发展的动态性和差异性。 对一流大学评估,应对其科学和伦理的正当性进行反思,关注其背后可能蕴含的异化风险,以及其可能引发的高等教育领域的生态变化。

First-class University Evaluation: Functions and Reflections

Abstract:
Developing first-class universities becomes a great concern in the domain of higher education. The first-class universities with Chinese characteristics should be based upon national context and culture as the commonalities, and should demonstrate universities’ individual value and mission, which should be taken into account when making first-class university evaluations. The evaluation of first-class universities should embody the national will of building up first-class universities with Chinese characteristics, incorporating policy aims, and aligning first-class university development with national and societal demand. It should guarantee the benchmark for running first-class universities, and fostering and directing the formulation of a dynamic competitive atmosphere. Besides, it also needs to concern the diversity and differences in the development of higher education by sticking to principles of diversity and openness. To evaluate the first-class universities, reflections should be made on the methodological and ethical legitimacy of the evaluation system, on the possible alienation risks of the evaluation system,and the ecological changes in the field of higher education led by evaluation.
