      “一体四环”评价模式是聚焦地方政府履行法定教育职责、以上级政府为主体对其直接管辖的下级政府实施程序化评价的实践方式。它具有依法治教、权责匹配、多维印证、发展为本的特征。工作回溯是基础环节,证据比对是关键环节,群众评价是印证环节,反馈整改是目标环节。实施“一体四环”评价要注意对评价信息的研判、重视现场督查、注重结果应用,促进区域教育生态良性发展。
英文摘要:
      “One-body and four-loop”is an evaluation model that issued for local governments to fulfill their statutory education responsibilities. It takes higher governments as the main body to carry out procedural evaluation on lower governments under their direct jurisdiction. It has four characteristics, i. e., rule of education according to the law, matching of authority and responsibility, emphasizing multi-dimensional evidence and focusing on development. Work review is the basic link, evidence comparison is the key link, public evaluation is the confirmation link, and feedback and rectification is the target link. The implementation of the model should pay attention to the research of evaluation information, on-site supervision and the application of results, so as to promote the development of a favourable regional education ecology.
