| 2012年底，我国各省市陆续出台异地高考方案。分析各地的方案，门槛高低各不相同，北京、上海、广东的方案，设置的门槛比较高。随着异地高考方案的颁布，各种问题将随之而来，包括本地户籍人员与外来人员的高考利益冲突，城市的教育资源和承载力问题，高考移民问题。如何妥善解决这些问题，考验着政府部门的智慧。本文认为，解决异地高考问题，需要国家层面主导，同时要与高考改革相结合。 |

| The Migrant College Entrance Exam Needs to Look for New Reform |

| At the end of 2012, almost all of provinces and municipalities in China have promulgated their migrant college entrance exam programs. It shows that their thresholds are quite different by comparing these programs. Beijing, Shanghai and Guangdong are setting rigorous thresholds. However, there are various issues followed the promulgation of the migrant entrance exam programs, such as the conflict of interests between local residents and migrant workers over the entrance exam, the problems of educational resources and capacity, migration for the purpose of entrance exam. How to solve these problems properly is a test of the wisdom of government departments. This paper argues that the solution to migrant college entrance exam needs guidance from top national level, and to combine with the reform of college entrance exam. |
