      基础教育课程改革实施已十年有余,课改已步入“深水区”,各类问题凸现。这就需要教育部门积极响应时代呼唤,开展强有力的顶层设计,以便统筹兼顾、总体规划。顶层设计的实施需要明确目标,具备全球、理论、多角度、时代、现实五种眼光,并且创造条件努力作。

      The curriculum reform of elemental education has been carried out for more than 10 years, and is stepping to the “deep water” area. Hence, many problems appear. It is then necessary for the competent department of education to follow the call of era, and do the top design firmly such that all problems and situations can be taken into account. The implementation of top design needs a clear target, and all performers have to possess the global, theoretical, multiply, modern and realistic viewpoint. They have to create advantageous conditions and work hard to realize the target.
