| 章程是大学依法治校的基本依据，也是现代大学制度建设的龙头与抓手。在全面推进依
法治国的大背景下，大学章程建设显得尤为必要与迫切。由于各种原因，地方高校在章程建设过程
中存在着法定内容缺失、文本不佳、质量不高、治理结构不明晰、同质化等问题。这些问题的存在对
高校章程建设的质量与效果、对依法治校工作的推进、对现代大学制度的建设都有着不容小觑的负
面效应，应从提高认识、加强培训、优化章程核准流程、加强对章程执行的监督与检查等方面努力避
免、积极改进。 |

| The statute is the basis for governing the university with law, and also the leading
point and main focus of the construction of modern university system. In the context of
promoting ruling the country by law in a comprehensive way, the university statute construction
is particularly necessary and urgent. Due to various reasons, there are many problems in statute
construction of local universities, such as the absence of legal content, poor text, low quality.
Moreover, its governance structure is not clear and its content is homogeneous. These problems
bring negative effects to the quality and effect of university statute construction and promotion
in governing school by law. Furthermore, it may lead that modern university system construction
cannot be underestimated. We should make efforts to avoid and improve actively on enhancing
understanding, strengthen training, and to optimizeO the process of statute verification, and
strengthen the supervision of the statutes implementation. |
