      基本科学指标(Essential-Science-Indicators,简称ESI)是基于SCIE 和SSCI 所收录的引文数据而建立的数据库,具有揭示国际同行对某一科学发现的利用情况及其后续研究的科学价值。在我国,ESI 被艾瑞深中国校友会网作为中国大学排行榜评价指标体系的重要指标,被部分省份作为对高校重大学科建设项目的立项条件和建设目标, 被教育部学位与研究生教育发展中心用于学科评估指标。但ESI 不是万能的,不当利用ESI 评价工具会导致评价结果的失真。因此,要警惕ESI 功能泛化,首先要正确认识ESI 功能范围,不做超出其功能限度的评价和决策;其次要警惕ESI 对应用型、技术型大学“十三五”规划的误导。
英文摘要:
      Essential-Science-Indictors(ESI) is a large database established based on the citation of the papers collected by SCIE and SSCI. It can display the application value and sustainable development of a scientific discovery from viewpoint of international counterparts. In China, the ESI is used as an important indicator of the Chinese university rankings evaluation index system by Ai Ruishen China Alumni Network. It is also used by several provinces to be an important subject of construction of project requirements and objectives, to be a main index for discipline development by Students Education Development Center of Ministry of Education . However, ESI is not everything. If you use this evaluation tool inappropriately that may lead to incorrect answer. Therefore, it is important to prevent the misuse of the ESI data. We should have a correct understanding of the functional scope of ESI, and cannot overstep the limitation to perform the evaluation and decision-making; we also should warn of the misleading of ESI data for application-oriented universities in making“the Thirteenth Five-year Plan”.
