| 高考恢复四十年以来，农村学生在重点大学的比例不升反降。为提高这一比例，国家先后出台了三大计划：国家专项计划、地方专项计划、高校专项计划。本文在分析的基础上对“高校专项计划”进行正面评价：惠及面广、招生标准严格、可选择性强、招生程序科学公正。然而，在宣传、具体操作、监督管理等方面，仍存许多不足之处。为解决农村学生的招生困境，必须在解决上述问题的基础上完善农村基础教育体系并缩小城乡差异，从而维护社会的公平正义。 |

| After forty years of college entrance examination, the proportion of rural students in key universities does not rise but fall. In order to improve this ratio, the central government has introduced three major projects: the national special plan, the local special plan, college special plan. On the basis of the analysis of the college special plan, this paper makes a positive evaluation that the plan has a wide range of benefits, a strict enrollment standard, a strong selectivity and a fair scientific procedure. However, it still has many deficiencies in the aspects of propaganda, concrete operation, supervision and management. In order to solve the plight of rural students enrollment, we must improve the rural basic education system, and narrow the differences between urban and rural areas on the basis of solving the above problems, so as to maintain social fairness and justice. |
