      建立教育治理体系的根本问题是实现教育的“管办评”分离,而“管办评”分离的核心在于明确“管”“办”“评”的职能,处理好“管”与“评”的关系。文章在介绍了国内外教育评估中“管办评”分离现状的基础上,分析了实现“管”与“评”分离的困难;根据协商治理理论探讨了“管”与“评”体系在运行中的机制。同时,根据在上海市高水平地方高校试点建设中期评估工作介绍了落实“管”与“评”独立运行的具体做法,并对其路径进行了研究探讨。

      The most fundamental problem in establishing an educational governance system is to realize the separation of supervision, enforcement and evaluation. The core lies in clarifying the functions of each of the three components, especially in handling the relationship between supervision and evaluation. This paper first examines the current situation of education evaluation at home and abroad, then analyzes difficulties in separating supervision and evaluation as well as the operation mechanism between supervision and evaluation under the framework of consultative governance. Finally, based on the mid-term evaluation methods of the pilot projects at two universities in Shanghai, the paper proposes potential measures to achieve the separation of supervision and evaluation, and explores the method of realization.
