      为推进教育治理体系和治理能力的现代化,需要提升综合运用教育政策工具的能力。开展教育政策工具评估能够促进教育政策目标实现路径的优化和调整。教育政策工具评估分为选择评估、使用评估、效果评估三个阶段,贯穿于教育政策工具选用的全过程。具体的评估标准包括公平性、合法性、可行性、可接受性、易管理性、适应性、回应性、有效性、效率等。有效的教育政策工具评估通过评估—反馈—优化机制对教育政策工具选用进行优化调整,从而提升教育政策的科学性,促进教育事业健康发展。
英文摘要:
      In order to promote education modernization in terms of management system and capacity,it is necessary to improve the ability to comprehensively use educational policy tools. The evaluation of educational policy tools can promote the optimization and adjustment of the realization route for educational policy objectives. The evaluation of educational policy tools is divided into three stages,including evaluation of selection,evaluation of using and evaluation of effect,which runs through the whole process of selecting and using educational policy tools. The evaluation standard of educational policy tools includes fairness, legitimacy, feasibility, acceptability, manageability, adaptability,responsiveness,effectiveness and efficiency. Effective evaluation of educational policy tools can optimize and adjust the selection and using of educational policy tools through the mechanism of evaluation,feedback and optimization,so as to improve the scientificity of educational policy and promote the healthy development of education.
