从各地“双一流”建设的政策文本来看,“一流学科”建设目标体现出跟踪国内一流方向、面向区域需求、基于学科实力的特征,也暴露了过度追求层次化以及数量上的平均化、学科建设上重理工轻人文、学科特色重复建设等问题。针对这些问题,各地方政府应着力优化高等教育管理体制、建立多元学科评估标准和办法、落实“扶优扶特扶需扶新”的建设原则,并弱化“双一流”建设的竞争效应,实现省级“一流学科”建设竞争合作与动态调整,促进“双一流”建设政策落实。 |

From the perspective of the local policy texts on the construction of“double first- class”,the construction goals of“first-class discipline”reflect the following characteristics. The goals follow the domestic first-class direction,face regional needs,base on discipline strength. It also exposes problems of excessive pursuit of hierarchization and quantity. In response to these issues,local governments should optimize the management system of higher education,establish multi-disciplinary evaluation standards and methods,and implement the construction principle of“supporting the excellent, special and new disciplines”and appropriately weaken the competitive effect of“double first- class”construction. The purpose is to realize the competition,cooperation and dynamic adjustment in the construction of“first-class discipline”at the provincial level,and promote the implementation of the“double first-class”construction policy. |
