      专家手册是教育评估项目设计微观层面的表现形式及其重要组成部分,是教育评估专业化程度的重要体现。专家手册制定应遵循全面完整与重点突出、规范严谨与易于操作、业务要求与伦理要求相结合的基本原则,按照体例简洁统一、框架层次清晰、步骤严密有序、文字简练朴实的总体要求,从评估工作背景及总目标、评估指标及细化要求、评估程序及日程安排、评估量表及填写要求、专家职责分工及争议处理机制、评估伦理及纪律要求等六个方面进行设计。同时,应借助信息技术手段及加强专家培训等手段提高其使用的友好性和实效性。
英文摘要:
      Specific guidelines for experts are the micro-level form of education evaluation project design and an important part of it. It is an important reflection of the professionalization capacity of education evaluation. The development of specific guidelines for experts should follow the basic principles of comprehensive integrity and highlighted focus, strict and easy-to-operate regulations, and the combination of business requirements and ethical requirements, in accordance with the general requirements of concise and unified style, clear framework, strict and orderly procedures, and simple and plain writing. It should be designed from six aspects, including the background and overall objectives of the evaluation, evaluation indicators and detailed requirements, evaluation procedures and schedules, evaluation scales and filling requirements, division of experts' responsibilities and dispute resolution mechanism, as well as evaluation ethics and discipline requirements. At the same time, it should introduce means of information technology and enhance the training of experts to improve the friendliness and effectiveness of its use.
