      公共政策是政府对社会价值进行的权威性分配,公正性是公共政策的本质属性。以 大学为例,通过“政策起点—政策过程—政策结果—政策目标”四个环节对博士生入学“申请—考核” 制的公正性进行评估。结果表明,博士生入学“申请—考核”制的机会难以平等;程序展现公正,但结果显失公平,政策目标尚未实现。可通过继续完善政策决策中关于公正性的分析,加快建立公平的准入制度,积极构建监督和申诉平台等途径优化。
英文摘要:
      Public policy is the government’s authoritative allocation of social values,and fairness is the essential attribute of public policy. Taking J university for example,the paper analyzes the justice of the“application-examination”system of doctoral candidates’admission through four dimensions of policy beginnings,policy processes,policy results and policy objectives. The results show that the opportunity of the“application-examination”system of doctoral candidates’admission is not equal, the procedure shows the fairness,but the result is unfair and the goal of the policy has not been realized. It can be optimized by continuing to improve the fairness of policymaking process, accelerating the establishment of fair admittance system,and actively constructing the platform of supervision and appeal.
